Kansas City Council develops long list of requirements for KCI developer

The Kansas City Council spent several hours Thursday developing the city's memorandum of understanding with Edgemoor, the main contractor for the new terminal at KCI Airport.

A memorandum of understanding, or MOU, is a basic agreement that lays out plans for the construction process. 

Councilmembers developed a long wish list of items they would like to see in the MOU. Some want all union labor for the project. The city also wants 35 percent of the subcontractors to be owned by women or minorities.

Finding enough qualified subcontractors that meet the hiring goal could be difficult.

"That's what we're striving for," said Geoffrey Stricker, Edgemoor director. "We recognize that those are two interests and very important stakeholders, and so we are striving to make sure that we can make both needs."

Kansas City Mayor Sly James said he is encouraged -- even though the MOU list is long, it includes a number of items that the  council itself will handle.
